Summary:

USA Today used FOIA to obtain a 361-page Army report revealing that anthrax contamination was found at Fort Detrick, Md., in 2001 and 2002 when researchers were preparing spores of the deadly bacteria to test anthrax vaccines in animals. Anthrax spores escaped from a secure lab into a scientist's office, sparking fears about building biological laboratories in urban areas and concerns that testing a vaccine for anthrax on animals could expose people to anthrax poisoning.
