One-third of the more than 400 military and civilian personnel investigated by authorities on charges of abusing detainees in Afghanistan, Iraq or Guantanamo Bay, Cuba, were disciplined, according to a report compiled by the Center for Human Rights and Global Justice at New York University, Human Rights Watch and Human Rights First.
