The Associated Press used FOIA to reveal that investigators “consistently raised” “serious concerns” about the misuse of federal funds by Native American tribal authorities, finding that tribes’ programs are five times as likely as those of other recipients to have a “material weakness” that enables misuse and abuse – which is almost never punished, seldom even discouraged, and sometimes even rewarded.
