Despite a 2008 Government Accountability Office review and Pentagon reforms designed to eliminate illegal “personality disorder” diagnoses that were often pretexts for discharging sexual-assault victims from the military, subsequent Department of Defense reviews found hundreds more illegal diagnoses and discharges after the reforms, according to documents obtained under FOIA. For example, less than nine percent of personality-disorder discharges in the Navy in 2008-09 were legal.
