The Day, in New London, Conn., learned from documents obtained under FOIA that the USS Hartford, which ran aground in Sardina, Italy, in October 2003, and caused more than $9 million in damage, had problems as early as 2002. A Department of Defense report revealed that the Hartford's navigation team was warned it needed to improve its day-to-day navigational skills and properly fix the ship's position on charts.
