Dulles Transit Partners, the contractor on the planned expansion of Washington, D.C.'s metro-rail system to Dulles International Airport, was reluctant to test most of the steel-piling foundations to be used for the new rail line. They were built 32 years ago, and documents describing their construction were unavailable. The contractor has since offered to conduct load-bearing tests on seven more foundations in addition to the two already examined.
