Federal inspectors found life-threatening risks at half of the Colorado workplaces they inspected in 2004, according to the Colorado Springs Independent. The newspaper used FOIA to obtain hundreds of pages of data from the Occupational Safety and Health Administration. In one county, over half of OSHA citations in the previous five years were construction-related; of eleven deaths in that period, the agency imposed fines (as part of an incentive system) averaging under $3,000 per decedent.
