Summary:

WFAA-TV, an ABC affiliate in Dallas, used FOIA to dig into records from the Export-Import Bank (the Bank) after a tip about the lack of oversight on guarantee or insured loans. WFAA found that the Bank had made hundreds of millions of dollars in loans to Mexican businesses, which it subsequently failed to confirm were legitimate business partners.

Notes:

Mark Smith's FOIA requests are recorded in Ex-Im Bank FOIA logs, http://www.governmentattic.org/docs/FOIA_Logs_ExportImportBank_FY2005-07.pdf (three FOIA requests listed, on p. 3/5/7, one pending, one granted in full, one partially approved); see also TVWeek magazine (1/16/09): http://www.tvweek.com/2009/01/16/Newspro14_15.pdf (p.14).
