In response to a FOIA request, the Project on Scientific Knowledge and Public Policy received documents showing communications between the Environmental Protection Agency (EPA) and ConAgra, whose microwave popcorn manufacturing had been investigated for exposing workers to unhealthy levels of diacetyl, which has been linked to a debilitating respiratory disease known as "popcorn lung." The EPA began studying the butter-flavoring chemical in 2003 and shared its findings with ConAgra but not the public.
