Rights Groups Release Documents Obtained in FOIA Case Relating to Secret Detention, Extraordinary Rendition, and Torture Program

The Center for Constitutional Rights, Amnesty International USA, and the Center for Human Rights and Global Justice used FOIA to obtain records about the participation of the Departments of State and Defense in the Central Intelligence Agency's detention program. The detention program included secret detention, extraordinary rendition, and torture; detainees were described as "ghosts" due to U.S. efforts to obscure information about them from public exposure.
The requests targeted the Central Intelligence Agency and the Departments of Defense, State, Justice, and Homeland Security, beginning in 2004. The requesting groups filed suit in 2007. Prior to the release of these documents, DOD had declined to provide any documents to the requestors.
