More than 14,000 miles of rivers and streams in Pennsylvania are unsafe for swimming and fishing, according to a Pennsylvania environmental group that used FOIA to discover that more than half of industry and municipal facilities that discharge wastes into state waters are not complying with the federal Clean Water Act. The findings are highlighted in PennEnvironment's report, “Troubled Waters."
