Coast Guard: String of errors led to deadly capsizing in Albany
Errors by the crew and supervisors of the cargo ship Stellamare were to blame for the ship capsizing in the port of Albany, N.Y., in 2003 killing three Russian sailors, according to a Coast Guard report released to the Associated Press under FOIA. AP requested the documents in 2005.
U.S. Coast Guard is part of the Department of Homeland Security, not Defense.
